The underlying law and the Proposed MU Rule both try to make the meaningful use requirements as consistent as possible between the Medicare and Medicaid EHR incentive programs.
States may add additional requirements to meaningful use for participants in the State Medicaid EHR incentive program. These additional requirements must be approved by CMS in advance. Examples of additional requirements that a state might impose include: reporting additional data to a state health database, participation in a state health information exchange.1
